Yes Restore All can be used fo that restoration task,
Review the vinyl surface for oxidation
Test rub the surface with your hand, does you hand rub off a powdery substance the color of the vinyl, then yes there is oxidation
This will require an oxidation restoration then as well, Restore All will help, but you may need to use gutter butter or equivalent for the oxidation
